Police have forwarded a file to the Director of Public Prosecution on 17-month-old Nyla Sanchez who died at her St Paul Street home on Thursday night.
Investigators are awaiting instructions on the laying of charges.
The baby's mother, Amanda, is reported to have left her and a four-year-old brother unattended at home.
She returned home an hour later to find the baby unresponsive and frothing at the mouth.
Relatives rushed her to the Port-of-Spain General Hospital and police were called in after doctors found dry blood below her head.
The mother was detained at the Besson Street Police Station before being released.
A post-mortem performed by pathologist Dr Eastlyn McDonald-Burris showed the baby died from blunt force trauma to her head.
