Around this time of year, Arapita avenue and Tragarete road come alive with the sights and sounds of carnival. In 2021, there will be no celebrations… but banners have been strung along the country’s two most popular liming spots. A closer look will reveal that they’re not advertisements but part of a street exhibition. And it’s quite possibly the first of its kind in the region.
