Among the more eye-opening revelations in the report on abuse at children’s homes, is the number of unlicensed facilities. According to the report, almost half of them are operating without authorization documents. And while the Children’s Authority is being heavily criticised for allowing this to continue, the authority says many of them are close to being compliant. Now as Akash Samaroo will tell us while this is illegal, technically nothing could be done to penalise the unlicensed facilities.
