Around 7.20 am officers of the Port-of-Spain Task Force under the supervision of Cpl Sookhoo whilst on mobile patrol responded to a report of loud explosions at Richardson Lane, Laventille and upon arrival in company with officers of the Inter-Agency Task Force (IATF) observed the motionless body of a man of African descent clad in a black three-quarters pants and bareback whose name was later learnt to be Terrance De Vignes also known as ‘Blackie’ of no 105 St Thomas Street East Dry River, suffering from gunshot wounds.

He died on the spot.
