The system was supposed to take effect on March 2, however, it was announced that the proclamation would instead take place one month later, April 2nd.

He explained that the month grace period was given because of a noticeable increase in people going into licensing office to take corrective actions.

He said in the meantime the new devices are being used and people are still being charged under the old system.
